It moreover better handle workflow changes: no need to restart RT for some options.

Added the updated Polish translation by Salvadhor (issue 982). Updated the README file. Re-generated all language files. Fixed line terminators in all language files to CRLF.

For those who'd like to use their mouse scroll wheel to scroll the tool panel, there's a new option in Preference to disable the vertical scrollbar (see issue 735). The side effect of that is better stability of the curve editor's size.
