"-mwindows" now not set for Debug builds on Windows
...
This will prevent decoupling RT from the DOS console when starting such
builds. If no console is opened, Windows will open one (>>>> for Debug
builds <<<<) even w/ 'Verbose=false' or w/o comand line arguments.
